NATO reviewed 92 SPS proposals in Slovakia. Research selection is only the first gate.

The October visit shows NATO’s role in connecting security research. A proposal review does not establish a grant award, a military trial or a procurement contract.

NATO’s 16 October account of its Slovakia visit says independent scientific evaluators examined 92 SPS project proposals in Smolenice. An Information Day in Bratislava on 8 October connected researchers with the Alliance’s scientific cooperation programme.

The reported work spans areas including secure communications, demining and resilience. These are relevant links between civilian science and security needs. The number 92 describes proposals reviewed, not projects funded.

For a research team or dual-use company, the practical issue is which next step a programme can support. Our analysis separates scientific selection, a documented user need and an eventual buying decision. Those steps require different people, evidence and budgets.

NATO’s contribution is a route for cooperation

An international research programme can make it possible for teams with different facilities, datasets and expertise to work on a shared security problem. That matters to smaller firms that cannot reproduce every specialist capability internally. It does not remove the need to define what each partner will actually contribute.

A useful starting document would name the security problem, explain why the proposed partnership is necessary and state the result that could be checked at the end of the work. In our assessment, that is more useful than treating NATO affiliation itself as a product credential. A logo or meeting photograph does not show that a technology met a requirement.

Separate the research result from the user’s decision

A scientific result might be a measured effect, a reproducible method or a prototype tested against a defined baseline. A prospective user then has another question: does that result solve the problem in the intended setting, with the available staff, interfaces and support? These questions can inform a work plan without claiming an operational capability already exists.

We would ask a consortium to identify who can accept the research deliverable and who can authorize a later user evaluation. They may be different organisations. Clear responsibility makes it easier to avoid a technically successful project ending with no agreed owner for the next phase.

Do not price a grant as a future order

For an investor or supplier, research funding and product revenue belong in separate assumptions. A credible plan states which costs belong to the research project, what remains after it ends and what further validation would be needed. It should not count an unawarded grant, an unevaluated prototype and a prospective contract as successive certainties.

The Slovakia announcement is useful evidence of NATO’s convening and research role. It does not publish 92 award decisions or confirm purchase commitments. Applicants should use the programme’s current official call and grant documentation for eligibility and deadlines; this report is not an invitation to a newly opened call.
