Galileo HAS test applications now close on 13 November. Check the revised call, not the old deadline.

EUSPA has extended its Full Service receiver-testing invitation. Eligibility, authentication capability and the entity doing the work matter alongside the date.

EUSPA has moved the deadline for expressions of interest in Galileo High Accuracy Service Full Service testing to 13 November 2026, at 23:59 Prague time. The agency’s 30 October corrigendum also changes the clarification schedule: questions close on 5 November and final answers are due by 6 November.

This is an invitation to a testing campaign preparing the service’s next operational phase.

The revised call separates early access to the Phase 2 signal specification, test datasets and later signal broadcasts. Taking part should help manufacturers develop compatible receivers and evaluate their implementation. It does not mean that Full Service has already entered operation.

Who can perform the work

The call is open to economic operators established in EU member states, Switzerland or Norway under the stated establishment conditions. EUSPA’s first clarification says that merely having a business or engineering office there is insufficient. Its third clarification adds that the eligible applicant must actually perform the activities; an ineligible group company cannot do them in its place.

Research institutions may also participate if they satisfy the same eligibility, exclusion and selection criteria. The agency does not restrict every test location, but says that assessing both service levels requires at least some measurements in the European Coverage Area. A company’s legal establishment, the entity conducting the work and the geographic coverage of measurements are therefore three separate checks.

Current HAS testing dates: questions by 5 November, final clarifications by 6 November, expressions of interest by 13 November 2026, all 23:59 Prague time. Three testing steps are specification, datasets, broadcast. This is an application calendar and programme sequence, not a promise of service entry or receiver performance. EUSPA revised call, checked 1 November 2026.

Capability is broader than owning a receiver

Selection covers signal reception and processing, decoding HAS corrections, authentication and calculating a positioning solution using a precise point positioning engine. EUSPA permits desktop tools or experimental firmware for processing corrections. The first clarification says Phase 2 authentication need not already be implemented when interest is expressed: applicants must demonstrate the professional capability and describe their proposed evaluation activities.

The second clarification is equally important: references to HAS in the call mean HAS Full Service, including the changes described in the specification. Existing Initial Service compatibility alone does not answer every selection criterion. EUSPA also explicitly warns that test results must not be presented as the final service’s performance. For a product team, participation is development evidence with defined limits, rather than a market-ready performance certificate.

Use the current document set

The requested package includes legal-entity records, a declaration, receiver and evaluation descriptions, a signed non-disclosure undertaking and evidence of the representative’s authority. The public download list labels the declaration Annex I and the undertaking Annex II, while the call body uses the opposite numbering. The declaration template also retains older signal wording. Readers should identify forms by their names and reconcile them with the revised call and clarifications before submission.

Our assessment is that the extension is most useful for resolving those administrative and technical details, not simply adding two weeks to a calendar. Plan the receiver work, authentication evaluation and access to protected specification material together. Questions about the document set can still use the agency’s stated clarification period. The call page and complete revised call, four clarification notes and both public templates were checked on 1 November; no confidential Phase 2 specification or dataset is reproduced here.
