NATO’s space RFI welcomes specialist suppliers. A whole constellation is not the ask.

NCIA has opened a market consultation that explicitly welcomes specialist contributions to part of a space capability.
The 29 October notice, RFI-192934-SDOF, asks how national and commercial information can support Space Domain Awareness, Operational Space Support and Space Domain Coordination. Its 18-page document includes the commercial and integration questions that a narrower product pitch can miss.
The opening is to influence acquisition planning, not to win a contract through this response. NCIA says only companies from NATO member countries may respond or attend the dedicated workshop. Specialist responses are welcome, but that scope flexibility does not remove the country restriction. The draft does not establish a NATO-owned satellite constellation or a new sensor network.
A specialist contribution must connect to the delivery chain
Annex A asks respondents to map their contribution to the capability areas and identify their role. Annex B spans orbital and environmental information, navigation and timing assurance, service dependencies and other space-related assessments. Firms should answer the questions relevant to their offering, distinguishing what exists today from prototypes, proposed work and dependencies on other suppliers.
For approved initial activities, the document identifies the US Space Force Joint Commercial Operations approach, including the Global Data Market and Unified Data Library, as the foundation being adopted. The consultation asks about complementary capability and integration around that base. It does not promise to replace it with every respondent’s preferred platform.
This matters to smaller suppliers: a defensible specialist role can be more useful than claiming the entire chain. A response can explain what information it produces, who integrates it and what remains the customer’s responsibility. That is our reading of the opportunity, not a guarantee of later selection.

Rights, continuity and exit are part of the offer
The questions go beyond data formats. NCIA asks who owns source and derived information, which redistribution rights travel with it, and how purchased information and configurations remain accessible when a supplier changes. It also asks about continuity during disruption and common dependencies that could defeat apparent supplier diversity.
Commercial estimates should be non-binding and separate data or product charges from platform, integration, licensing, support and continuity costs. A low data price does not establish a low supported-service cost. Our assessment is that a proposal with explicit dependencies, usage rights and substitution arrangements will give the agency more useful planning evidence than a single undifferentiated subscription figure.
Two dates and an important submission detail
Written responses are due by 12:00 CET on 3 December 2026. The document asks for PDF or Word and a response of at most 15 pages, excluding the cover, company brochures or product literature and supporting attachments such as references. It gives the subject pattern “Response to RFI [RFI Number] - [Company Name]”. Use the original notice for the exact handling instructions and contact.
Industry engagement is planned during NATO Edge, 17-19 November in Izmir, Türkiye. The notice describes a dedicated workshop within that event window; it does not identify a separate precise workshop slot. Written feedback and workshop feedback are alternative ways to contribute. Check the event’s official registration arrangements before making travel commitments.
Keep the response releasable and the outcome provisional
The document says NCIA may use responses to develop a future solicitation and places response costs on participants. Proprietary information needs the specified title-page and individual-sheet markings; responses must not contain classified or otherwise unauthorised information. The response section refers to section E for an email address, while the actual contact appears in section F. Readers should use the published dedicated RFI contact rather than infer a different recipient.
No contract structure, quantity or numerical acceptance threshold is fixed by this consultation. The useful near-term result is a well-evidenced contribution to planning, with the supplier’s role and limits clear. The eventual procurement, if issued, will have its own requirements and decisions.
