Ewan Kirk will lead UKDI as defence links innovation with private capital

The UK has announced a new innovation director. For overseas technology firms, the useful detail lies in UKDI’s existing routes and the conditions attached to each competition.

The UK Ministry of Defence announced Ewan Kirk’s appointment as Director Innovation on 4 November. He will lead UK Defence Innovation (UKDI), within the National Armaments Innovation area led by Director General Anthony Reeves. The remit connects technology companies, investors and military capability development.

The announcement describes a protected £1.6 billion UKDI innovation budget over four years and separately refers to £2.1 billion for core science and technology. These are programme-level figures, not the value of a newly opened competition or an award available to an individual applicant.

The ministry says the wider area brings together about 4,800 experts and scientists across UKDI, the Defence Investment Unit, Dstl and the Defence Uncrewed Systems Centre. Kirk’s responsibilities include relationships with venture capital and private equity, alongside the armed services’ rapid-capability organisations. The announcement also describes previous roles at BAE Systems, DeepTech Labs and the Isaac Newton Institute.

A wider innovation structure

This makes the appointment relevant to companies working between civilian markets and defence. In our assessment, the commercial question is how a proposed technology answers a defined user need and reaches a suitable development or procurement route. The appointment itself supplies neither a contract nor evidence that a particular product has been adopted.

The practical route for an overseas team

UKDI’s published guidance separates innovation competitions from selling products to defence. It offers a supplier account and contact with an Innovation Partner for discussing fit and navigating opportunities. Companies new to defence can engage; a previous defence contract is not a general prerequisite in that guidance.

For Polish and Ukrainian firms, international access needs a more precise reading. UKDI says most competitions expect funded activity in the UK and a clear benefit to UK defence, security or prosperity. Some allow overseas subcontractors, consortium members or technology partners; the individual competition determines eligibility. Nationality or residence alone does not settle the question.

A useful next step is to identify a live challenge and establish where the work would occur before choosing a UK partner or committing proposal resources. The published guidance gives a route to clarify those questions. It does not turn the new director’s appointment into a general international funding offer.
