EIF invests in funds that back defence companies. A startup does not apply for a slice of the €175 million programme as a direct grant.

The Defence Equity Facility uses the European Investment Fund as an investor in privately managed funds. The programme describes €175 million of investment over 2024-2027, with the aim of mobilising around €500 million for European defence technology.

The distinction between the fund and the company is central. Fund managers seek an EIF commitment; businesses approach funds whose investment strategy fits their product, stage and geography. A programme budget is not the size of an individual startup award.

The published scope includes venture capital, private equity and private debt. The Commission lists participating managers, making the page useful for identifying potential investors rather than only reading the headline budget.

Defence includes more than complete platforms

The described technology areas include sensors, communications, cyber, space, materials, energy resilience, simulation and medical support. That makes the instrument relevant to suppliers whose products sit inside larger systems as well as companies selling a platform. Eligibility and investment restrictions still need checking against the actual fund mandate.

Geography and control also matter. The programme identifies the EU and Norway for fund establishment and target companies, with additional control conditions. A Ukrainian link alone should not be treated as proof of eligibility under this particular instrument.

What to prepare before approaching a manager

Our practical reading is to identify the manager’s preferred stage, ticket size and sector before sending a deck. A founder should be able to explain the customer, procurement cycle, intellectual property and the amount of capital needed to reach the next commercial milestone.

An EIF-backed fund remains an investment counterparty with its own assessment process. Being within the broad defence category neither guarantees investment nor removes commercial diligence. The live Commission list and the individual manager’s information are the starting points for a targeted approach.
