ReBuild Ukraine: Warsaw hosts the November reconstruction meeting
Construction and energy are the focus of the 12-13 November event at EXPO XXI.

Event: 2026-11-12 / 2026-11-13 · Warsaw
ReBuild Ukraine’s visitor page lists 12-13 November 2026 at EXPO XXI in Warsaw. It describes an exhibition of construction and energy technologies, equipment and materials.
The organiser links to its programme, 2026 exhibitor catalogue, participating communities and matchmaking platform. For suppliers, these are more useful starting points than a broad reconstruction-market estimate.
Our interest is civilian resilience: keeping essential infrastructure and services working. Identify a concrete need, an appropriate counterpart and the financing route for a project. Meeting a community representative does not establish that a funded procurement is available.
Reconstruction as service continuity
For a defence readership, reconstruction is more than building new facilities. Working energy, water, transport and industrial services contribute to national resilience. JRC’s territorial-preparedness work connects security to civilian capabilities and institutional cooperation.
That makes the event relevant to infrastructure and dual-use suppliers. A commercial conversation still needs to establish whether the counterpart requires equipment, construction, financing or long-term operation. Those are different commitments even when they concern the same facility.
The 2026 programme is still being completed
The organiser confirms 12-13 November at Warsaw’s EXPO XXI and a construction-and-energy focus. Its visitor page also says the 2026 programme is being developed, with links labelled both 2025 and 2026. We therefore do not present older sessions as confirmed for the forthcoming edition.
Separate exhibitor and community-project catalogues and a meeting platform are available. A supplier can start with a particular project and establish its stage. A catalogue entry does not demonstrate secured funding or an open tender.

Admission and meetings are separate
The organiser describes several attendance options. Access to certain areas, including the Ukrainian communities pavilion, can depend on an invitation or ticket category. Standard entry should not be assumed to include every meeting. The official visitor page below contains the current options.
An organiser-linked matchmaking platform operates separately. Creating a profile and proposing a meeting do not establish acceptance or access to every event area. Both confirmed attendance and an agreed meeting calendar should be checked before travelling.
An offer that can be assessed
Our assessment is that suppliers should explain delivery scope, servicing, installation requirements and handover to the user. For critical infrastructure, the ability to sustain service after commissioning matters alongside the initial installation.
A practical discussion separates the beneficiary’s needs from the buyer’s authority and the financing source. Where different institutions hold those roles, technical agreement with one does not replace decisions by the others. This prevents expressions of interest being presented as contracts.
