Brave1 opens radar and air-to-air missile competitions. Expressions of interest close on 5 November.

The announced ceilings are UAH 100 million for radar development and UAH 75 million for missiles. The first step is a compliance and confidentiality process through Prozorro.

Ukraine has opened two targeted Brave1 grant competitions for domestic radar systems and guided air-to-air missiles.

The Ministry of Defence links the initiative to more affordable interception and production that can meet military demand. Brave1’s separate announcement supplies the funding ceilings and the route for manufacturers to express interest.

The immediate deadline deserves attention. The official Prozorro selection notice expressly limits requests to 30 October-5 November 2026, ending at 23:59 on 5 November. Its general application-period field displays a later December date. That field should not be treated as an extension of the specific interest window stated in the notice.

Two competitions, separate limits

Brave1 says missile developers can seek up to UAH 75 million and radar developers up to UAH 100 million. These are maximum amounts for a development project, not sums already awarded. The published regulations identify competition 10 as the radar track and competition 11 as the missile track; each provides for no more than four approved applications.

The same announcement describes a third competition, for turbojet engines, planned for November with support of up to UAH 350 million per project. That is a forthcoming route. It should not be combined with the two current competitions or described as an already approved engine grant.

Current Brave1 development-grant ceilings: radar UAH 100 million and air-to-air missiles UAH 75 million per project. Bars use a common zero and a UAH 100 million maximum (1000 and 750 pixels). The notice limits interest requests to 5 November 2026, 23:59. These are ceilings, not awards. Sources: Brave1 and Prozorro, checked 31 October.

Interest first, detailed application later

Brave1 directs manufacturers to a special Prozorro module. It says detailed competition terms become accessible after a compliance check and a confidentiality agreement. The public rules distinguish the initial expression of interest from the later development application and assessment. Using a procurement platform does not turn this development grant into an equipment order: both regulations explicitly distinguish the competition from public procurement.

The attached public instruction lists company-register extracts, ownership information, a qualification assurance and an accession statement for the confidentiality agreement. It calls for a separate assurance for each competition, while one confidentiality accession statement is sufficient for participation in both. These administrative steps are separate from demonstrating that a proposed product meets the subsequent requirements.

What a supplier should establish now

Our assessment is that the short first-stage window makes document readiness the immediate issue. A company should check the current notice, the appropriate competition’s regulations and the authorised platform’s submission process before committing to a timetable. The public instruction also highlights dates, signatures and authority to sign; a prepared presentation does not replace those records.

For industrial partners, the funding ceilings indicate the possible scale of development support. They do not establish a production order, a selected supplier or proven performance. The next meaningful evidence will be completion of the admission process, assessment and an actual grant decision. Technical specifications handled under the competition’s confidentiality arrangements are not reproduced here. Sources and the public notice were checked on 31 October.
