Avengers Labs: Ukraine opens a controlled route to battlefield AI data
The August announcement concerns licensed access and security screening, not a public download of a military dataset.

Ukraine’s Ministry of Defence announced on 10 August that domestic defence companies could gain access to Avengers Labs, a platform developed by the team behind the DELTA system. The ministry describes an annotated collection of five million frames, mostly drawn from DELTA and supplemented over time.
The immediate change is institutional: selected developers can work with data that a private company would struggle to assemble independently. The first firms had signed licensing agreements by the announcement date. Partner countries were also invited to participate.
Access is conditional. Applicants must pass checks covering owners, beneficial owners, management, sanctions and links to Russia or occupied Ukrainian territory. The ministry points to Cabinet Resolution No. 310 for the complete conditions. An application is therefore the start of a review, not permission to use the data.
What a licence does and does not establish
For an AI supplier, data rights are part of the product-development process. A team needs to understand what it may access, how it may use the material and what obligations continue after a model has been trained. The public announcement establishes the licensing route, but does not publish every contractual term.
Dataset size is also different from a model’s performance. The ministry reports operational results from its own system; those figures cannot automatically be transferred to another company’s model or another environment. A new implementation needs its own evaluation.
The industrial significance
Our assessment is that the platform addresses a bottleneck in access to representative data. It does not remove the need for careful validation, software assurance or an identified customer. These remain separate tasks for the developer and its partners.
For Polish and other European firms, the relevant next step is to clarify the applicable partnership and licensing route through the official programme. The announcement should not be read as unrestricted access for every foreign applicant or as a procurement commitment.
